merhaba,
hata vermesinin nedeni o parametrenin mod sec 1 de tanımlanmış olmasıdır fakat siz 2 kullanıyorsunuz.
o conf dosyasını boşaltırsanız zaten mod sec diye bir olay kalmıyor.

yapmanız gereken

modsecurity.conf dosyasını açıp en altına şu satırı eklemektir
